• By law, Twin Cities International Schools is required to identify English Language Learners (ELLs) in need of language services. The Minnesota Language Survey (MNLS) is the first step in identifying ELLs. All parents and guardians upon enrolling their students in Minnesota public schools are given the MNLS to answer questions regarding the language use of their student. The information provided on the MNLS determines if a student is eligible for an English language proficiency assessment.
